What are the steps to convert my Malaysia Licence to International Licence in Singapore?
Summarised answer: You need a valid driving licence and pass the BTT in Singapore. Cost ~SGD80 (include BTT, Books, JPJ Letter, Photocopies & Driving Licence)

1. Create an account

If you may ask “Where to get the PIN” or “Where can I get the Login & PIN?”.
Answer: You need to walk in to any of the 3 Traffic Police Test Centres:

Every centre has it’s own date available for the test.

    Remark: The earliest date is very far from “Today”, likely because it is the closer to North, Central & East.
  3. Singapore Safety Driving Centre (SSDC)
    2 Woodlands Industrial Park E4, Singapore 757387

    Earliest Test Date
    Remark: There is a branch in Ang Mo Kio, but no account creation/enrolment service, you have to go to the HQ in Woodlands (Nearest MRT: Admiralty)

2. Book/Enrol to a Basic Theory Test (BTT)

  • You just need an NRIC to book a test.
    I have picked SSDC because CDC don’t have the date that I want. But the SSDC location is really not so accessible, find your best travel route before go there.
    I used obike (no longer operating since June’18, you can find the alternative like OFO or Mobike) to travel around CDC and SSDC
  • Once you reached there, they will give you a form to fill up
  • You just tell them that you want to book a date for BTT/ convert the licence.
  • Cost SGD11.85

3. Preparation of Documents (Checklist)

While waiting for the test date, prepare the following documents.
You can get everything listed below done before the test.

  1. passport size photo
    • Coloured with White background
    • taken less than 3 months
  2. PR
    • Original
    • Photocopy (Front & Back)
  3. Current valid Driving Licence
    • Original
    • Photocopy (Front & Back)
  4. Passport
    • Original
    • Photocopy 1st page –  Details
    • Photocopy last page – stamp from ICA
      I got rejected due to missing this photocopy, don’t play play 🙂
  5. Entry Permit
    • Photocopy (See Q&A-Q5 below for misplaced / lost entry permit)
  6. Re-entry Permit
    • Photocopy (See Q&A-Q4 below for “Is Entry Permit & Re-entry Permit the same?”)
  7. Driving extracts & receipt from JPJ
    • 3 pieces of paper
      • Confirmation of Malaysian Driving Licence Particulars (see sample)
      • Type of classes
      • Receipt
    • Cost RM10 (as of June 2017), whatever amount more than that is a scam. And we only pay at counter, and not anybody standing outside the counter. If you are going to JPJ JB (Kompleks JPJ, Taman Daya 80990), then you shall be expecting the below building layout. Get the form at the table (see below picture in Red) and fill it up yourself. It helps you to avoid some troubles.
    • Do not go to the JPJ @ UTC, they cannot help! even if they do, the format is wrong.
      I did it in UTC Perak, they gave an extract “Maklumat pemandu dan lesen-lesen dimiliki”, it contains all the information, but is not acceptable by Singapore Traffic Police Department.
      I did it again in UTC Johor, they direct me to go JPJ Johor (at Taman Daya) and I got the letter there.A lot of scam there, avoid anybody that try to approach you. They are the so called “jpj runner”, but you don’t need their help.
      Don’t trust them even they said they will be able to help on retain your Malaysia Licence forever. Otherwise, say bye bye to your own money 🙂

4. Pass the BTT

1 hour, 50 Multiple choice questions (MCQ) , 45 or more correct answer to pass.

Get the books needed for BTT from Popular or Carousell (keyword:BTT Book)
I have used the following books.

  • New Highway Code (SGD4.90)
  • 480 Questions & Answer (SGD8.00)

Tips: I feel the above books are sufficient to pass the test.

Tips from my friend: If not sure the answer, go for the “safety first” related statement.
I met my friend, and he told me after the BTT, where I think his tips make sense.

5. Once passed, perform the conversion
BTT Assignment

Upon attending the test, a paper is given to attend the test (with Station No. & Password)
Tips: Do not throw this away, later you will obtain the stamp from Traffic Police Department (claimed passed)

Bring the documents stated in Point 3 for same day conversion.
Tips: Bring everything on that day & get your finger cross that you pass the test, then you can convert the licence immediately, but do spare another 2-3 hours queuing for the conversion in Traffic Police Department Service Counter.

Do I have to fill up anything while waiting for the queue?
Yes, request for the “Application For A Driving Licence To Drive” form in Pink.
Request for the pink form before your turn.

  1. Fill up the pink form “Application For A Driving Licence To Drive”
  2. SGD 50 by
    • Nets Or
    • Cash card Only
  3. Once completed the above, you have to attend a compulsory 10 Minutes safety video class. This is the schedule of the safety video in CDCcdc-safety-video-schedule.jpg

6. Licence will be mailed to you

Pass the document back to officer once you finish the safety video and
lastly, you will get this in return.

7. Q&A

Q1: Can I convert my licence on the same day I passed the test?
A1: Yes, you have to make sure that you bring all the required documents.

Q2: Can I convert my licence in another location? (e.g. I take the test in SSDC and convert my licence in CDC?)
A2: Yes as the conversion is processed by Traffic Police Department and not  the Driving Centre.

Q3: Can I get the Driving extracts from JPJ at UTC?
A3: No, it requires an officer signature, they don’t have the authorised personnel there.

Q4: Is PR Entry Permit same as PR Re-entry Permit?
A4: No, Entry Permit is obtained upon getting your PR, your photo is printed on it.
Whereas Re-entry Permit can be re-printed via eREP @ ICA online

Q5: I misplaced / lost my PR Entry Permit, can I re-print it?
A5: No, you need to lodge a police report (saying that “lost entry permit”), and get a verification letter (which is equivalent to your entry permit) from ICA

Q6: Is there a photocopy service near driving centre?
A6: Yes but is either far / expensive, kindly take it seriously to complete the checklist before going there. A few recommendations if you are looking for one.

    1. Last year I asked JPJ Ipoh, the lady explained that I need to request for Surat Convert, is that the same as Confirmation of Malaysian Driving Licence Particulars?

    2. The lady also explained that upon getting the letter, my Malaysia license will be blacklisted in database, and the Malaysia license is not valid anymore. Is that true?

    3. I forgotten to ask the lady but I am wondering… do I need to surrender my original Malaysia license to JPJ (since it is blacklisted)? Because I see your guidance, I need to show the original Malaysia license to Singapore Traffic Police Dept.

    1. 1. It may has different naming for the letter. So better show them the sample of “Confirmation of Malaysian Driving Licence Particulars” and get exactly the same which this is the only acceptable template for Singapore Traffic Police Department.
      Of course, the stamp and writing on the letter is important as well (etc: office chop, signature and date on passing tests)

      2. Partially true. Once you obtain the letter, you can’t renew your Malaysia Licence anymore (which similar to blacklist). In other words, if you have just renewed the licence with 5 years validity before obtaining the letter, you can still hold your local licence for the next 5 years.

      3. Do not need to surrender your licence upon obtaining the letter.
      Once your Malaysia Licence is expired, you have to remember this: Malaysia Boleh.
      I don’t know how yet, but will find out and share it one day.

    1. Hi Junetsy, as far as I remember, yes, the original and photocopy of msia IC and Licence, thats all you need to bring. I don’t remember showing my PR to them. But there is a A5 size form to fill up on the spot, I am not sure what form is that, all I remember is filling up some personal info same as your IC, so bring a pen will be good. Remember, ignore whoever that try to approach you.

    1. Hi Jovee, here is a few scenarios that may help you to clear your doubts. (disclaimer:This is based on what I heard and I feel it is valid)
      You can use your sg licence to drive anywhere so long traffic officer able to acknowlege the card is a licence(except Japan, u need another paper proving that it is an international licence, i will be going through that and write a post). But as a Malaysian, I believe your concern is on “what is the different driving in Malaysia using between singapore and malaysia licence.
      1:If there is a roadblock, they treat you like a foreigner than local if you know what i meant.
      2: If caught in an accident, there is no local insurance coverage because you are using foreign country licence to drive (not renting a car but own car)
      Other tips: if your existing Malaysia licence has not expired: as you don’t need to cut the card or do anything to the Malaysia licence, so you can still using it to drive in Malaysia until it expired, then u will have issue renewing.
      3. Your licence is about to expire: if times allow, renew your Malaysia licence first before getting the Singapore licence, then atleast you will not need to deal with your concern so early.
      4. Is there ways to own 2 licence? From what I understand, yes and no.
      No: Officially, you can only own 1 driving licence as a Malaysian.
      Yes: There is always a way, but not sure how yet, will blog it 5years lter when my licence expired, then will go through the actual process.

  4. Hi, Just want to clarify the documents with you before i go to the JPJ Taman Daya.
    1) Passport size White background picture
    2) Photocopy of Passport 1st page & photocopy of the page which chop the date the day i came in sg
    3) Work Permit Photocopy (Front & Behind)

    I passed the test, but they dint help me to chop & stamp for me on that paper. Is it i need to go back and obtain the stamp before i go to JPJ Taman Daya, or i just bring the paper without the stamp will do ?

    1. My short answer is yes, you need to get the stamp first.

      I remembered handing the paper to someone to stamp and verified “Passed” for me right after the test.

      Perhaps think of it this way, Malaysia JPJ has no access to the BTT system, and irregardless passing the test or not, you will get the paper anyway, so the officer is clueless on your test result without the stamp. But as you know, anything can happen in Malaysia. (Perhaps you can try and let me know, maybe my info and assumption is incorrect, then you can share your experience in here too)

      Anyway, the safest way is still to obtain the stamp before going JPJ.

      From the SG Police List,

      1. For MY driving license, do we need Official Translation of Foreign driving licence from Embassy as per point 5d?
      2. Is the extract of driving record as per point 5e indicated in the Confirmation of Malaysian Driving Licence Particulars? which is the date of first issuance of driving licence?

        1. for Malaysia, 5d is not required as Malaysia driving licence comes with both Malay & English (e.g. Warganegara/Nationality) indicated on the licence.

        2. Please refers to the picture from my reply to How Leong’s comment, and that is the only acceptable template for Singapore Traffic Police Department.

    1. Trust me, I lost mine too, better do it whenever you free than later when you really need it. Entry permit is a need. And you should report to police when you found it lost or misplaced. Because it is considered a true copy and has your photo. ICA opened half day on Saturday, last queue for ticket on 12:30pm and close at 1pm. So spare your time to report police, then get your entry permit replaced (is now become a letter) in off day.

      1. Yes, after make the police report, with the letter, you need to report to ICA. You will not be getting the same Entry Permit, however, ICA will issue you with a letter which equivalent to Entry Permit.

    1. Not sure what do you meant by 1st entry passport, I assume that you have renewed your passport and you lost the previous one, but that doesn’t matter, they don’t need your old paasport.

      So long entry permit is lost, you have to report police.

      Please note that that entry permit is different from re-entry permit (REP) where REP you can reprint it online, but not your entry permit.

        1. Passport from 1st entry – I am referring to the TP’s guide on conversion of foreign driving license point 5a). If i remember correctly, the 1st entry passport number is indicated on the entry permit itself, and I thought we need to produce that passport since that’s the one with the ICA’s stamp.

        2. I have renewed my passport few times and since Re-entry permit can be renewed online, there is no more ICA’s stamp at the end of the new passport. That only info is from MY Immigration on the old passport details and transferred to new one.

        3. Refer to the TP’s guide point 7, as PR, I assume additional doc required such as my SPM / UEC result scripts?

      2. 1&2.Thanks for highlighting. I did change passport few times too. But I don’t remember bringing the 1st entry passport to complete the whole process. You may need to try and update us. But to add on, if you lost your entry permit, then you have to report police and get a letter from ICA (with the police report).

        3.Those are examples. They just need you to prove that you resides in Malaysia for sometimes, where academic cert will state the duration of study and tax form state your duration of working in MY etc. so those are relevant doc you will need to prepare in case they ask.

      That was referring to the last page of the latest passport, where on my passport, mainly 2 information, indicated you are PR, and the previous passport number.

    1. Hi Siew, sorry if I brought to any confusion here. If you engaged jpj runner to do the job before hand, it should be alright. The mentioned “JPJ runner” in the article refers to those people camping at JPJ and approach if you need help, then better think twice. Hope this clarifies

  9. Hi, wish to share my experience with BTT at BBDC.
    – There will be video briefing on how to operate the test system (touch screen). Heard stories about some ending the test without answering any questions.
    – It is fully computerised that slip/chit will no longer issued upon registration.
    – Upon completion of the test, you will know on the spot – Passed with score will be displayed on screen. I assume same if failed.
    – You can collect the Pink form on the spot after the test.

    Not sure if you still remember the form content, wish to clarify few things:
    a. Foreign license / SAF/FTB/SCDF Cert No. – is this Malaysia IC number?
    b. Date of Issue and Date of Expiry – the info should be based on the most recent driving license status and not the first issue date right?

      a. Foreign license should be refering to the driving license from the country?
      b. If this refers to your Malaysia driving license where you requested the document from JPJ, it stated the first issue date in the document.

    Just wanted to convey my thanks to you for sharing your guide..

    I followed it to the DOT, got mine converted smoothly.

    Just some changes/updates:
    BTT test all electronic, no more slip
    Conversion now can only be done at TP HQ at Ubi
    But now at TP HQ, no need to view any safety video, just take queue no and wait your turn. If all docs complete they convert on the spot
